By default, as a single site administrator on a network, I should:

Have the capability to edit (override) site- prefixed template parts
Not have the capability to edit network- prefixed template parts
Not have the capability to edit templates

And as a network administrator, I should:

Have the capability to edit site- prefixed template parts
Have the capability to edit network- prefixed template parts
Have the capability to edit templates

It should be possible via extension to:

Control capabilities on a per template part level
Remove the capability for network administrators to edit templates
