What happened?

The gcr-push service account used to be used by CI to push images it built to the docker image registry. Now, we just use the CI identity for that action. The gcr-push identity should now be unused in the codebase but it still exists in the terraform and therefore in GCP IAM. The resource should be removed from both the gcp and gcp-broad terraform and the gcp-broad terraform should be run to ensure that the service account is deleted from hail-vdc.
