提议：链上全局投票工具 #8

投票工具是GXChain生态长期稳定运行必不可少的组件之一。
建议开发一个链上的投票工具，基于GXChain上的提议，都可以通过投票的方式表决：

发起人指定提议标题、内容、投票使用的资产类型、投票的开始和截止时间、投票通过阀值等
全网持有对应资产的用户投票：可以选择同意、反对、弃权
接口展示用户投票情况、比例、投票是否通过
