skip is not working as expected

Hi,

It looks like skip is not skipping anything. In my fork a made a fairly obvious commit to fix the issue, but I wanted to test for it... and I banged my head on the fact that Testing Test::Builder with Test::Builder isn't obvious.

I'm pretty sure there is a way to do it... Do you have an idea how? Anyway in the meantime runtest.t has one expected failure!
