allow closing elections early

elections are currently only allowed to close once their scheduled timespan has run to completion, as arranged by feature_can_close.
now, for elections where any voters are present on-site, it may be preferable to close elections at will, rather than at a scheduled point in time. for such use-cases, it would be nice if election administrators always had the option to close an election.
