Work products to date

We are close to finalizing the pilot modules
Repository and GitHub site have been significantly updated
@Jeremy reviewed and created a number of issues, including improved testing
@ODOT plans to review next month and will create issues on GitHub
@Brian G and @Ben will address remaining comments
@Brian will commit a VERSPM
@Brian will commit RVMPO for the RSPM model test data; @Tara check with RVMPO
