Probe Pin crashes(?) controller

I've used the web builder to create a generic build for the RP2040.

RP2040_.json

The board map suggest PIN 28 is the probe pin.
But when I pull PIN28 to GND the controller resets and drops the USB connection.

Is this expected for a probe trigger outside a probing operation? (I kind of doubt it)

What am I missing here?
