From ISOBMFF 8.11.6.1:

This box contains an array of entries, and each entry is formatted as a box. This array is sorted by increasing item_ID in the entry records.

This is one of those cases where ISOBMFF and HEIF uses an "is" rather than a "shall" which is unfortunate. I'll file a radar for ISOBMFF to convert it to a shall since that should be clearer.

I unfortunately can't supply a sample file since the one I tested is not mine to share, but it had entries in 'iinf' that were not sorted according to item ID and I saw no errors from ComplianceWarden.
