noto color emoji compat

some emojis without varitation selector-16 are not displayed

like: ❄ vs ❄️.

Can you please be a bit more specific as to where are they not displayed? Which operating system, application, browser, etc. Thanks

os:

a11 (ofc on a12 the compat won't have to change it or you won't be able to know)

application:

chrome or webview. ofc messages is also going to display old desgin when vs-15 unicode used, but it has no problems without vs-16. compat displays both with vs-16 and without vs-16 unicode on the apps ...like messages.
