Work page reloads with mixed up filter display, tiles, and link destinations

To recreate:

1. Navigate to Work Page
2. Select a filter (e.g. Care management)
3. Reload the screen.
   Result:
4. The toggle filter displays "All", but if you scroll down, the sticky textual filter displays the old filter (Care management)
5. The displayed tiles represent the old filter filter (Care Managemnet)
6. The tiles link to the tiles from All. So the first tile directs to SHR regardless of what is shown there.

Not reproducible locally, only on production.

Makes me think it's something with AWS/routing... Looking into it.
