Which demo project is affected:
finite_state_machine

Issue description:
You can't enter the Move state during the Jump state if you have not entered the Jump state during the Move state yet

I created a panel that shows current actions and their strength

Does this occur on the 3.x version of the demo (use the 3.x branch of this repository and Godot 3.5.3)?
