IBCv1 on Tendermint2, and Gno.land

Note: This document is a work in progress. We're in search of collaborators to help define and implement the IBC module for Gnoland.

We should begin discussing how to add Inter-Blockchain Communication (IBC) version 1 support to Gno.land shortly after the mainnet launch. This is a critical feature that can be started now and will be evaluated by the Evaluation DAO during Phase 2 of Game-of-Realms.

This GoR task is likely to be one of the most highly rewarded tasks from GoR phase 2, if not the most.
