Check whether/how comments are supported inside plugins.txt
If so, move plugin list out from Dockerfile into a separate plugins.txt file.
Experiment with plugin (no version), plugin:latest, plugin:experimental, etc.
Even better: List plugins to be installed inside casc_configs/*.yaml
