We cover submitting a CR for an already existing concept, but not for a new concept.

Conceptually the questions go:

  1. How to make a new concept? You need to first make a change request.
  2. How to make a new change request? <== this is what this link is about...

It’s not necessary to create a CR anymore—can just go to Create screen and enter concept data. The description is now “Create or edit a concept and propose changes to register manager.”

The bigger problem I suspect is that in GDP’s use case it would make more sense to allow contributors directly create revisions and instead allow to mark certain revisions as “approved” (or “reviewed”/“released”/etc.).

That was the idea behind the original design of Glossarist, but our SDO user base required implementing a workflow that requires strict pre-moderation change review process and the role of register manager (the only participant who can create revisions).
