Feature Request: Allow Create Repository for Projects

Hi,

right now it is possible for admins to create repositories everywhere, and for users with CREATE to create their own repositories under $repourl/~username.
A setting to delegate repository creation for subfolders to a team would be realy awesome, e.g.
project-admins can CREATE repositories in $repourl/$projectdir.

Great proposal! This would reduce the work load for the administrators a lot.
It is awkward to have to write service-request tickets every time a new repo is required for a project.

what Gitblit is missing for this, is a proper concept of projects and team associated projects.
