Add documentation on how to setup everything if Docker is behind a network proxy

Problem Statement

no-proxy value on the Docker daemon's proxies section should be configured properly to include the list of container hostnames and Docker's IP pool. This should be added to the Troubleshooting section on the self-hosted docs site.
