TOC - First group does not show an order handle

Description

The first item in the TOC does not have a vertical order handle.

How to reproduce

1. Open https://mapstore.geosolutionsgroup.com/mapstore/#/viewer/8613

• I cannot drag groups > position 1 over position 1 either

Expected Result

Show order handle so I can pull it all the way down to the bottom of the TOC.
I can move

Current Result
No handle visible.
