Switch to GitHub Actions

Description

Switching from Azure DevOps to GitHub actions (very similar stacks) might make a lot of sense to more tightly integrate with the GitHub setup. I moved some of my personal stuff over and thought it might be helpful to do the same for foreshadow.

@JingJZ160, not really I just read the documentation and made the switch to use GitHub actions and coveralls.
