Divorce the Georeferenced and Allmaps facets

Current behavior:

The Georeferenced facet (gbl_georeferenced_b) https://opengeometadata.org/ogm-aardvark/#georeferenced can be TRUE, FALSE, or blank. It is blank for most records in the geoportal.

Items with a format of GeoTIFF have a value of TRUE, assigned during metadata processing.

Items that have been georeferenced in Allmaps also have a value of TRUE, assigned dynamically via a rake task.

Desired behavior:

Combining GeoTIFFs and Allmaps overlays may be confusing to users. We are proposing that this facet be reserved for only GeoTIFFs. Remove the task that updates them.

This may need futher review as it would conflict with the default behavior and purpose of the plugin.
