FlatGeobuf: ensure timezone conversion to UTC on load #834

I thought we were converting to UTC on load, but it appears that we don't include UTC time zone here:

geoarrow-rs/src/io/flatgeobuf/reader/common.rs

Lines 57 to 61 in 0b6715c

    
           ColumnType::DateTime => Field::new( 
        
               col.name(), 
        
               DataType::Timestamp(TimeUnit::Microsecond, None), 
        
               col.nullable(), 
        
           ),

We should fix that and use chrono to convert loaded time values into UTC. Ref geopandas/pyogrio#487
