Enable email when rejecting project

When validating a project you can accept, edit or reject.
When you reject it you cannot send an email explaining why it is rejected.
This is a request to make it possible to send a message to the user , and add a support email in cc

I've added a modal as follow :

In the mailhog the mail is sended:

You can add a reject with a message, and it will be sended to the user who created the project
And you also cannot fill this field and just "confirm reject" to only reject the project without mail sended

I also added a checkbox, letting you the choice to send a copy or not to the support email
