add Setting to tune off auto commits

user can navigate to extension settings and toggle an auto commit setting

This should probably use an enum in the project.json file so that the user has a two option drop down menu

instead of a drop down I made it a checkbox. lmk if I should change it though!

V.0.0.36, seeing the checkbox to disable/enable auto commits.
