Subject: [PATCH] Write a 5.8 changelog (#8362)

One last 5.x release. I'd meant to do it a month ago or so, but now is
a good time.

One of the bugs fixed can prevent doing a dump without needing to
perform heroics, so it's definitely worth releasing.
