Testing & CI for Rust compaction

Background

Follows up from:

• Accelerated compaction support #1359

Description

We'd like to add test coverage for the new Rust code, and add it to our CI workflows.

Analysis

We've split out a number of issues for this:

• Incremental build caching for Rust code in GitHub Actions #2864
• Enable Dependabot for Rust #3015
• Dependency checker for Rust code #2863
• Test coverage for Rust compaction from Java #2850
• System test for Rust compaction #2875
• Linting for Rust code #3199

The following issue was split out as there doesn't seem to be good support for it in cross-rs right now:

• Incremental build caching for Rust in builder Docker image #3097
