The LCC is included in many bibliographic records, so support of LCC classes is welcome. Unfortunately the raw data seems to be not freely available. A subset up to some level may already help. By the way the LCC ontology support some interesting types such as http://id.loc.gov/ontologies/lcc.html#Range
I couldn't find any information there about any license. This site, however, states that "The classification, subject headings, and bibliographic records in Classification Web that originate with the Library of Congress are copyrighted, except within the USA.".
