Discussion: Merging or aligning GBIF and OBIS Validators

@ymgan initiated discussion around the TDWG BDQ working group, OBIS and GBIF approach to data flagging.

There is a desire to explore what can be done to assist data publishers to GBIF and OBIS prepare the best quality data without having to be familiar with lots of different tools that report on quality. The following illustrates the reality:

This issue is intended to be a place to capture opinions, ideas, issues etc specifically about what could be done to improve the pre-publication tools for users of the IPT.
