To help people identify their downloads, could we add a user-updatable field to downloads allowing people to describe what the download is intended for, etc. This field could initially be visible to the user only, but we could also consider showing them on download pages, etc.

We could consider a default value similar to what we use in description in Datacite metadata but perhaps simplified to only contain certain predicates if employed. The simplest and probably most effective default string would include the scientific name of the taxa and countries.

Where do you imagine people using this, please? In Google Dataset search or on DataCite or in their download list on GBIF.org?

I would anticipate for every useful entry there will be many entries of "test", "ABC" etc so it probably shouldn't be surfaced all that widely.

To start out with I imagine just in people's own download lists. We could consider a toggle for allowing this to be shown publically.
