glvd: setup backup of glvd db to cloud storage; ensure backup/restore works #119

We want to keep the state of the glvd db even if we need to setup a new cluster from scratch

for this, backup/restore of the db should work

this will become important once we have some write-operations in glvd like adding comments to cves
