What would you like to be added:

Currently a new balancer component has been introduced in kubernetes/autoscaler repo , and has been synced to our fork as well. We need to explore this new component , and study its use-case and interaction (if any) with cluster-autoscaler.

Why is this needed:
More info about this component will help us know if it'll benefit gardener clusters also.
