a better way to failover replication to memory transfer besides waiting x seconds

if possible, check to see if replication is working (rate of bytes being transferred or percentage of ddoc size) before failing over.

I don't think byte-level replication statistics are available as of v1.6.1. We'd have the ability to deliver much better progress information if they were; maybe worth checking v2.0-pre.
