Feature request: SIG page

Given the growth of SIGs and this page (https://galaxyproject.org/community/sig/), it would be good to switch to a file structure such that:

1. This directory auto-pulls (in alphabetical order) each group
2. Each group has a separate file (instead of some lines in that directory doc) that sits alongside their main page that has the info in it (thus making it simpler for them to add their information, AND making it more obvious when people make a new SIG)
3. There is a template file that sits alongside the individual SIG pages that refers to this directory and that has the different standard icons used (i.e. for matrix, websites, subdomains, mailing lists, etc.) as options for adding in. This would help with some of the inconsistencies in formatting.

4. It would be awesome if we could have different colour SIG headings for each 'category' of SIG, like how the WG have different colour for 'GOATS' and 'ALL WORKING GROUPS'
