We're pretty close to merging a default (optional) implementation for NUMBER() upstream and are eyeing DATETIME() to go with it. There is some icu4x work in progress that you could probably tag team on pretty easily. Are you interested in contributing to this getting upstreamed?

I'd like to get this integrated upstream, yes.
I've just followed up with more details on projectfluent/fluent-rs#181.
