Hackpad API

經過幾次活動，似乎運用 Hackpad 的族群生產力提高了。例如網路中立性事件簿，應該可以納進政誌條目裡。

所以來接 Hackpad API 吧。

用 REST API 需要通過 OAuth 1.0a登入。可能要開一個政誌的 Hackpad 帳號。或許有些秘密 Hackpad 想要加入政誌，也可以透過這個帳號（把它加入 member）。

node.js 有現成的 lib 可以用: https://www.npmjs.org/package/hackpad
之前爬公報都用這個 XD

目前改成用 module 的架構，或許可直接在 mod/ 下面新開一個專門吃hackpad的module.js～
不過我還沒寫文件，可以參考 index.js / wikipedia.js
