On page 14, the inverter FERY actually has it's input connected to the net FF18, not the inverter DUCE.
This issue causes short circuits on the data lines each time A3 is high during a read cycle (and during a write cycle when #61 isn't fixed).
It's really hard to trace the input of FERY. I highlighted the problem in the picture with the orange arrows:
