Tool-chain version of clippy not being honored #23

Would seem our tool-chain file setup is not working, as it seems like the CI in PR #22 is failing in an untouched section due to a clippy lint added in version 1.66.0 when our clippy should be version 1.65.0 per our toolchain.

Perhaps we need to specify the toml and not use stable?
