Investigate whether data_loader can be generalized for BL #12

It would be useful to be able to ingest demo data into baselayer_template_app. See if we can repurpose the SkyPortal loader.

We do currently import from skyportal to create the tables; but that can be done externally (or when starting the app) for SkyPortal.

Add safety check so that data loader will not run if there are existing entries in the database.

Baselayer would need to provision initial token, which is currently only done in SkyPortal.
