It seems AIR 16.0 needs an ANE with arm64 support in order to avoid this error.

Same problem. Trying to recompile, but getting stuck on:

     [exec] Using AIR SDK: ${air.sdk}
     [exec] Error: Unable to access jarfile ${air.sdk}/lib/compc-cli.jar

Ok, got it compiled. In the build.config define air.sdkas well.
