Installing into /usr/{bin,lib} directly is just a bad idea.

Install to /usr/local by default, with option to override it with environment variable (PREFIX?), so distro packages can use it easily.

The vulkan layer definition files and some scripts will require updating to make that work.

Install to /usr/local by default,

Probably but how would it currently mesh with Steam runtime etc..

so distro packages can use it easily.

Distros should use meson directly and it should have enough options to tune the paths correctly

Huh? What do you mean? I don't see any issues with it still running the same without issues.
