As of now, I have to do the following in order to use an image as a custom background:
add the image that I want to use to the folder ~/.zoom/data/VirtualBkgnd_Custom/
once I add it there, I then have to click the plus sign on the "Chose Virtual Background..." screen and navigate to that same directory again.
Now the image shows up in my background images, but only after doing all of that. I would consider this a bug because the
expected behavior would be to click the plus, select the image I want from any directory and then simply use it as my background image.
