Seems to be working! Will be generally available using our own package repo here: https://github.com/firedrakeproject/firedrake-spack

Which will work properly once https://github.com/spack/spack/pull/29126 and PYOP2 655 (see below) are merged.

Still TODO, firedrake-update and firedrake-zenodo.

JB: install part works! Still need PyOP2 part.

JB: Have yet to run/time CI.

LM: MacOS + arm?
