currently when starting up everything starts up well on regular nodes, but not on those with mesh vpn

they just have olsrd2 randomly break

openvpn startup causes restarts of the services and for some reason the order in which that happens messes everything up

the netifd scripts reload olsr2 so it'll never miss the interface update. #41 is the issue for just the crashes
