Support for negative inbound fees after release of lnd 0.18 #5

Todos:

Introduce a boolean parameter whether inbound should be set or not
If value of the peer_controller is greater than 0, then propagate a negative inbound fee about this amount; otherwise propagate zero
Store the inbound_policies in the database
