Create feature flag for "Dashboard"

Task: the dashboard and related functionality needs to be behind a “feature flag” so that we can ensure it is not shown to users before it is all ready.

For now, this includes the “Dashboard” link in the toolbar, as well as the dashboard page.

akhorsand commented: [~accountid:5b92c509d0b4022bdc51bdf4] [~accountid:5b93ddba73130a2b8c662e23] I believe this ticket came out of our Thursday meeting, does this capture what we want to accomplish since we won’t have the dashboard for the MVP production launch? This will hide the “Dashboard” in current state behind a feature flag.
