System to display placeholder committee type in header if only raw data available

Note: this was split from https://fecgov.atlassian.net/browse/FECFILE-1625. Currently, the header is blank for committee type if only raw data is available.

Acceptance criteria

Given a new committee account without processed data (raw ONLY) OR with a committee type we do not recognize (see https://fecgov.atlassian.net/browse/FECFILE-1977 )

When the user logs in and selects that committee account from account selection,

Then the committee header will have the following text for committee type: design TBD

Design

Instead of leaving committee type blank in the header, what should we put instead? Something like “pending” or…?
