[User feedback] System to allow for 'Save & Next' function on transaction entry pages

Business Reason

As a user, I will be able to select ‘Save & Next’ on a transaction to allow me to save the current transaction and create a new blank transaction of the same type so that I can more rapidly enter my transactions.

{Relevant description from User Feedback ticket https://fecgov.atlassian.net/browse/FECFILE-2046 : “Even desktop FECfile has this feature. So you can just move from one receipt to the next. In the desktop software, it will stick in the same line number, so if you’re entering individual receipts (which is 95% of all income anyway), so its just Search for/create the record, enter the transaction, and then save & next. I know it only saves a few clicks, but it really helps move things along!”

Acceptance Criteria

If any Create transaction page

When I click ‘Save & Next’

Then the system will save the transaction (as currently defined)

And the system will create a new blank transaction entry page for the same transaction type
