NTP sync test failing incorrectly

I have recently started getting some false failures in my NTP results. When reviewing the monitor file to confirm the failure, the correct packets, servers, delta times and leap indicator are all correct but the tests are saying it fails. I have run the tests against the same device with the same content in the file and one passes and one doesn't. Seems like there's some instability with this test.
