Define specification for public & private dApp Pods

Distributed Application Specification (fos-dapp-spec)

Distributed Application (dApp) pods named using the following convention: dapp-{app-name}-{accessibility}

• dapp - Denotes this is a conforming distributed application.
• app-name - The name of the application.
• accessibility - Private or public if it's to be accessible by the dapp.

dApp generates public and private pods for each of its users. dApp can make use of user list (smart contract?) and public pods for indexing.
