Proposing a new meeting time

In different discussions over Slack and on GitHub (#248 (comment), #255 (comment)), we talked about a change in the meeting time so that more people can join.

The goal of this issue is to discuss such a proposal and revise it if necessary to move to a possibly earlier time. I suggest a time of 17:00:00 (ISO). For example, if #259 is considered, https://www.timeanddate.com/worldclock/?iso=2024-08-28T17:00:00.

I think it will be helpful for people around the Indian Subcontinent and will possibly gain more attendance at the meetings.

We just moved both meetings earlier one hour, but I'm open to new times if they work better for all/most.

That said, 17 UTC on Wednesdays conflicts with TC39-TG3, which Ulises and I attend. So... ideally, not that time/day. 🙂

I dont think there is a single calendar to reference for confilcts. In the past when we have done this we have used a doodle, so maybe we could start another one of those?
