See also jupyter-book/jupyter-book#1552 where it's described how section level numbering is broken when using sphinxmanual and sphinxdocclass report. I am wondering if switching to these other sphinx classes is the correct solution, or if there is a reason why they should not be changed.
If changing them is correct then some kind of template substitution could be performed on jupyterBook.cls in events.py or it could be duplicated as jupyterArticle.cls and modified.
