I think I have bit more information about the problem with 21.04. I've installed the Dynamic Panel Transparency extension on two fresh 21.04 installations I'm using to test before a full update of my primary machine. One is in a VirtualBox on an Acer desktop PC and the other is a Raspberry Pi4. In both cases the problem is with the settings when Background|Enable Custom Transparency is on. It doesn't matter whether you have Remove Excess Panel Styling on or off. The maximized opacity slider setting is the only one that has any effect and its setting sets the opacity of the panel no matter whether there is a maximized window or not. The only extensions I have on are DING (installed by default), Work Space Matrix, Workspace Indicator and Dash to Dock. I will investigate if turning any on these off makes a difference, but if I had to make a choice I'd rather have them than Dynamic Panel Transparency.

Just to be clear the extension works perfectly with the maximized opacity set at 62% and unmaximized opacity at 0% on a 20.04 installation and I had hoped to just use the same settings on my 21.04 installation.

What should I look for (edit using grep) in the output from journalctl in order to report this as a bug?

Found where the problem is. It's the change from Xorg to Wayland. If you login using Gnome on Xorg (which was the default until 21.04) the extension works exactly as it did in the past, but if you use the new default, Wayland, the settings for opacity don't work properly.

I can confirm the problem with Ubuntu 21.04 using Wayland.

I will investigate the 3.38 version, I personally run Wayland+40 on Arch so I'll spin up a VM when I get a chance.
